⚠️ What it refuses to do

**报告 that asks for approval.** It will not be answered as a request; write a 请示.

**Several requests in one 请示.** Split them, or the reply will cover only one.

**Colloquial wording.** 公文 uses fixed openings and closings; casual phrasing reads as careless.

**Inventing the 发文字号.** Leave a placeholder; numbers come from the issuing office's register.
